The Independent Colonial Strategic Alliance (ICSA) is an alliance of independent colonies.

History

Little is known about the history of the ICSA, but it appears to have originated from a group of colonies which had split away from the United Colonial Nations some time before the First Extrasolar War. Sometime after gaining their independence, the ICSA launched generous support programs to help other colonies wishing to move away from Earth's control.

In 2223, the ICSA offered membership and humanitarian support to the Helghan colonists decades after the First Extrasolar War. But all offers were strongly refused by the paranoid Helghan, who were wary of outside influences despite of the ICSA making few demands and offering much help.^[1] In 2350, however, the ICSA helped end Helghan's economic depression after the Helghan Empire secured a contract with the ICSA for energy and materials.^[1]

During the Second Extrasolar War, the ICSA pleaded for a diplomatic solution to the conflict, weeks before the ISA invasion of Helghan.^[2] However, the ICSA's pleas went ignored by both Vekta and the Helghan Empire.

Trivia

• The ICSA is mentioned twice in some intel in Killzone: Mercenary. Both mention "the breakaway colonies of the ICSA", which suggests the ICSA is actually fairly successful in its efforts to support independent colony worlds. The Phantom Talon Corp is said to have been involved in disputes on ICSA colonies.^[3] Scolar Visari is even mentioned to help "stoking" the ICSA's opposition to Earth.^[4]
• The ICSA can be compared to World War II neutral states, such as Switzerland, or to the Non-Aligned Movement during the Cold War.
