Heff Milcher was the Vektan Minister of Defense and a minor character in Killzone: Liberation.

Biography

Nothing is known about Milcher's early life, other than the fact that according to Vekta Today he was planning to retire prior to the events of the Second Extrasolar War, which suggests he had a long career as the Minister of Defense.

While as a career politician with no experience of battle, Milcher's vote was crucial in the decision over General Dwight Stratson's plans to deploy nuclear weapons against the Helghast. As the plan faces opposition within the ISA, Stratson has been careful to woo the Defense Minister's support ahead of the crisis meeting at Rayhoven Base.

However, the base came under attack and Milcher was subsequently captured by the Helghast under Armin Metrac. Jan Templar attempted to save Milcher, but the Defense Minister was killed by Colonel Tendon Cobar.
